Eligibility, Criteria and Preferences

War in Ukraine

Due to the war in Ukraine, the following additional rules apply:

For Ukrainian organizations:

Ukrainian organizations can request funding for humanitarian aid and also for regular projects.

Humanitarian aid

Requests for humanitarian aid can be sent to us by email at m.leeuwin@jhf.nl. It should be noted that we only provide humanitarian aid support to organizations that we have supported in the past and who provide a solid request.

Grant applications for regular projects

Until further notice, Ukrainian organizations do not have to adhere to our deadline of July 1st. They can file requests for funding of one regular project throughout the year (July 2022-July 2023) via our application form in the portal.

For Russian organizations:

Russian organizations can apply for a regular grant. Still, they must be aware that there is a possibility that payments cannot be transferred by the JHF due to the international sanctions against Russia.

For Belarusian organizations:

Belarusian organizations can apply for a regular grant but must be aware that transferring amounts to Belarus is challenging. Be aware that you might not be able to receive our grant.

Determine your eligibility

To apply for a JHF grant, the grant applicant must:

  • Be registered as an organization. Individuals cannot apply.
  • NOT be established or registered in the Netherlands;
  • NOT be connected to the Dutch-Jewish community in Israel;
  • NOT have activities in the Netherlands.
  • Rather not be an organization whose primary purpose is to disburse (in)direct grants.
  • Not for local initiatives in countries other than Central and Eastern Europe (CEE) unless it is focused on CEE.

What we do not fund:

  • Capital infrastructure;
  • For-profit projects;
  • Cleaning or restoration of graveyards;

  • Material support for Holocaust survivors.

Grant criteria

  • The geographic focus of the project should be Central and Eastern Europe.
  • The application should fit our objectives
  • Applications need to be submitted via our Portal before July 1st. This deadline will be strictly adhered to.
  • The project for which a grant is requested should start on or after January 1st of the following year.
  • The maximum grant request shall not exceed 10,000 euros.
  • The duration of the grant period has a maximum of one year.
  • Organizations can only submit one application per year. If an organization submits more than one application, the JHF will not consider any of the applications, and all applications will be deemed rejected.
  • Receiving a grant from the JHF requires that at least 50% of the total project budget must be covered by co-funding or the organization’s own contribution, or both. Applications requesting JHF funding for more than 50% of the project costs will be rejected. Small organizations with less than 10,000 euros in annual expenses are exempted from this 50% rule. However, in such a case, at least 20% of the project budget must be covered by co-funding or the organization’s own contribution, or both. A small organization submitting an application requesting JHF funding for 80% or more of the project costs will be rejected.
  • Co-funding from other funders is highly recommended. Projects with co-funding have our preference. We might reject a project because there is no co-funding.

  • Cost estimates of the project should be credible and realistic.
  • The beneficiary of the bank account must be the organization itself.
  • Umbrella organizations can only apply for a grant if they implement the proposed project.

Applicant preferences

  • Local organizations in Central and Eastern Europe have a strong preference.
  • Private institutions or organizations will receive priority over public or semi-public institutions or organizations.

Grant preferences

  • Projects for young people.
  • Projects focused on Leadership training.
